Start with three eligibility checkpoints
These guidelines provide a starting point. Eligibility is determined for each individual health care location under USAC program rules.
Public or nonprofit
The health care organization generally must be operated by a public entity or nonprofit organization.
Eligible entity type
The location must fall within an eligible health care provider category recognized by USAC.
Rural location
The location generally must be rural. A non-rural location may qualify as part of a majority-rural consortium.

Organizations may work directly with USAC or engage an independent consultant; American PCS serves as the registered technology service provider.
Determine eligibility & pursue funding
Health care organizations can work directly with USAC or engage an experienced USAC consultant to evaluate potential eligibility, navigate program requirements, and assist with the application and funding process.
Identify technology & services
Eligible organizations identify the connectivity, network and technology services needed for their locations.
Work with a registered service provider
American PCS is a registered USAC Rural Health Care service provider with an active SPIN and can provide eligible technology and connectivity services through the program.
If your organization qualifies, what could USAC funding help support?
Commonly supported services and technology are summarized below. Program rules and service-specific restrictions apply.

Connectivity
- Fiber, broadband, Internet access and Internet2
- VPN, WAN, satellite and redundant circuits
- Connections to approved data centers and offices

Network services
Consortium-only
- Firewall and network security services
- Network management and maintenance
- Shared infrastructure and approved admin-office services

Equipment
- Routers, switches, firewalls and warranties
- Servers used exclusively for network management*
- Certain hotspots for qualifying mobile or school-based locations

Construction
Consortium-only
- New network infrastructure and eligible upgrades
- Network design, engineering and inspection
- Construction management and make-ready work
American PCS is a registered USAC Rural Health Care service provider with an active 498 ID/SPIN and can provide many of the eligible technology and connectivity services supported through the program.
* Consortium rules and service-specific restrictions apply. Some equipment is eligible only when it makes a supported broadband service functional. USAC makes the final eligibility determination.
Give the application room to be complete
Starting in August or September creates time to validate, scope, bid and correct documentation.
Start early
Verify each location's eligibility, identify services, and gather organizational and technical records.
Build the request
Prepare forms and service specifications, plan competitive bidding, and organize supporting documents.
Window opens
FY2027 funding requests may be submitted. File as soon as the application is complete and accurate.
Final Funding Request Deadline
FCC Forms 462 or 466 must be submitted by 11:59 p.m. ET on April 1, 2027.

Eligibility checks, location documentation, technical scoping and competitive bidding all take time. Starting early gives your team time to resolve gaps instead of rushing into avoidable errors near April 1.
